I see it everytime I open a new window but that is very rarely.
I have Safari set to remember the pages that were open last time it was shut down, so that's what comes up when I fire up Safari.
For that matter, usually what comes up is some pages I had open a long time ago, since I rarely quit Safari. It either crashes or I have to force quit, and then it doesn't save the page configuration.
