Why are trying so hard to find the reason? Apple never updated an existing notebook line while introducing a new one. Even after the introduction of the 12" and 17" Aluminum Powerbooks back in 2003, it took more than half a year to see the 15" version in Aluminum.
Go compare the Air to other ultraportables and you will find that they all pack 1.2 or slower CPUs.
be that as it may, people would inevitably compare it to Apple's other portable options when they're making a purchasing decision. The MacBook Air is already far slower than even a lowly MacBook... if they were to update the rest of the line, the MacBook Air's speed tradeoff (ignoring all the other tradeoffs like RAM limitation, no firewire, no optical, etc) would just be too much. At least by waiting until after the MacBook Air is announced to update the rest of the line, the difference doesn't seem too glaring.
