html document not opening in safari

in macOS edited January 2014
i opened a new file in textedit, put in a basic html code, <html> and </html> saved it as an html file then when I opened it in safari i see exactly what I'd typed in.

    The default encoding in TextEdit is RichText. RTF. Unless you change the coding to ASCII that HTML file won't parse in Safari.
