Think this would effect how Apple will do things in the future? Their relationship with Google could be effected. Seems like they are stepping on Apple's ambitions. How might this impact Apple TV / Itunes store development?

All depends on the execution-- PQ, speed of download, organization of store front, number of titles, how long the rental is active, amenities like how you deal with an interrupted dl, etc.
That's true of every online movie rental site, I don't think YouTube hopping into the fray changes much. One thing they have working against them, I would think, is their strong brand association with short, low quality video. Even the odd feature film currently available is of much lower quality that, say, Hulu or Netflix, and broken up into 10 minute segments.
Of course, if they roll out an actual movie rental service, I'm sure those things would be improved, but I suspect that a lot of people would react to the idea of giving YouTube money to watch video about the way they would feel about buying major appliances at a flea market.
