Every time I've tried using an Android phone and the GV application I get an error message from Google saying I have to be in America.
So I guess I could fraudulently misrepresent my IP (using a proxy) and home address to get GV but that would make my existing GMail fairly useless as well as giving me a rather useless number requiring my friends to make International calls.
I sold an Android phone to an American who already had GV active but I never heard how he got on.

If the ipad keeps up with prediction AAPL should be at around $400 next year and this just to match up the new income and profit. In short, Apple had 3 majors income sources: Macs, iphone, iPods. And now the ipad.
The rest of the income, like itune sales, softwares and accessories, is insignificant compare to the hardware.

Well, I'm in Denmark and I get the full welcome/signup screen. So do about 30 other Danes who are in my Google Voice contact list, as well as a few from the UK... I don't have an IP blocker, either. I did a quick google, and it seems lots of folks from UK use the service, as well as Sweden and Denmark.
Maybe your country isn't supported yet, but that doesn't mean there's a blanket EU ban...
EDIT - now I see, if you use Chrome, and set your language to "US English", it might work for you, too. Those are my settings, and it apparently also works for this guy:
