I think the fan runs all the time. Yesterday I put my hand over the top vents and could feel a steady flow of hot air. The crt-iMacs only had to cool the crt and the cpu. The LCD-iMacs have to also cool the power supply brick. The total is far less than that of most computers but too much for passive cooling and the design has less room for vents. It seems they have elected to use a slow spinning fan that forces some air through the base but which is inaudible in most environments. On the show floor, of course, this last part can't be verified and I have yet to see one of these anywhere except the Apple booth (and the keynote).
