iOS 6.1 would be a point update and those happen when they are ready.

No point update has ever waited for an iDevice model to be released, but point updates to iOS have been released with an iDevice.
Unfortunately (for your argument), the 4th iPad's 3G model was not one of these.
I meant 3rd generation and meant with devices usually release with OS update I even think IOS 6.1 released close to the 4G IPad (4th generation) Now I expext this next one to be with another device.
