Do you mean .mpg (mpeg-1), .vob/m2v (mpeg-2) or mp4 (mpeg-4)? You can do all of them using Quicktime Pro but you have to get a license for all the features:
The latter is particularly good at editing mpeg-1/2 and can even edit them non-destructively but the export is a bit odd.
In each, you'd export to some kind of ProRes - proxy is a bit low quality so you'd aim for LT or standard. Some mpegs are interlaced too so you should deinterlace when you export - Quicktime doesn't do this very well but Streamclip is fine.
Actually, MPEG is a delivery format, not an editing format. What’s more, it is difficult for FCP to recognize and afford its video codec. As we all know, the most compatible video codec for FCP editing is Apple ProRes. So the simplest way for editing MPG file in FCP X is to find a third party program to tanscode the MPG videos.

Final Cut Pro officially supports importing files in 3GP, AVI, MP4, MXF, QuickTime, AVCHD, DV, DVCPRO HD, H.264, HDV, Motion JPEG, MPEG IMX
You must keep you mpg file to be an FCP friendly format mentioned above.
Here i think you may try Handbrake to convert MPG into an mp4 format. please note Handbrake can only output mp4 and mkv files.
