CAnnot download apps from itunes on to my work ipad: I have two Apple IDs
My employer gave me a work ipad. I am trying to download PDF expert. My ipad gives me my personal email when the ipad is registered with my work email.
Consequently, I cannot download PDF expert on my ipad. I cannot change the identification box to show my work email.
Thus: No Go!

What am I doing wrong?

Your device will be linked with iTune ID you activated it with. This is to avoid "sharing". Probably it has to be installed by your MIS.
If you mean in the App Store on the iPad, you need to sign out of that account. If you open the App Store and tap on featured, scroll to the bottom, tap on the ID and sign out, when you buy something, it will ask you to sign in again and you would use the work email and password.
OP said the iPad was registered with the work email and blocking install using the personal one so I'm guessing they just mistakingly entered the personal email into the App Store on the iPad and need to clear it.
Enterprise iPads CAN BE configured to block the App Store...
(By that I mean iPads that are registered to and pre-configured by you friendly IT department... they're physically no different from any iPad.)
There may be ways around their restrictions, but it all depends on how it was pre-configured and restricted to begin with. And doing so may limit your ability to load/run certain non-public apps that your company needs/wants you to have on there.
