Webserver + Domain
Sorry I don't know alot about this.
But I just registered a domain name thinking I could just point it too a web address saying 123.123.123.123/something/ and be done. But now I need to delegate it to a name server? WTF? I don't have a hosting package with an isp does that mean I need to? Are there any free name servers? Forgive my ignorance.

You have the basic concept right.
A domain name is a convenient shortcut for a numeric IP address. However, somebody has to have the responsibility of providing the lookup. So, if you registered foo.com, somebody would have to maintain a server where computers can go to it and say, "give me the ip address of foo.com".
The server that provides this name lookup is called a domain name server (or just name server for short). I don't know if there are any free services around for this anymore, but dyndns.org does it for fairly cheap.
