How do you know they will not? The iPad Mini Retina is up against the Nexus 7 2013 that has a quad-core Qualcomm Snapdragon™ S4 Pro processor and 2GB of RAM inside. Apple needs to at least equal or do better then Nexus 7 which was introduced this Summer. More people are going be buying the Mini Retina then the iPad5! It not like iPad5 is flagship tablet anymore; it the iPad Mini Retina!
iPads, like iPhones don't compete on specs. They don't need to, since Apple has the engineering advantages that mean lower clock speed and less RAM can outperform whatever mega-hot tentacular chipset Samsung or Qualcomm or nVidia put out. If you're expecting the new iPads to toast the competition on the tech specs then you'll be disappointed. Wait for the performance tests, and then you'll see that the factsheets don't tell all the facts.
The Mini will at best have the same major components as the 5. That should be obvious.
And I hope it doesn't go retina. Better battery life is much more useful.

Apple doesn’t care. They don’t “need” to do anything, as evidenced by the existing iPad mini selling better than any of that crap.
