Apple are interested in negotiating too. Samsung paying license fees is easier for everyone, even Apple. Litigation has risks (losing the case, appeals, time-consuming, counter-suits), doesn't really punish the companies involved and is an expensive pain in the ass for everyone concerned. It's not surprising Apple would prefer to license.
Didn't say anything to the contrary. But Apple and Samsung were negotiating over this years ago and those negotiations broke down because Samsung walked away from the table unsatisfied. Now they just reentered the room, sat back down, and no one has to say anything for them to know just how desperate they look.

Wrong. Samsung is one of the largest communication patent holders in the world -- their LTE patents alone number in 1000+ with 100+ seminal patents. Samsung's patents are either widely licensed at affordable rate as essential patents or primarily as defense patents.
