Samsung has been selling EMR and UDI systems for years now. They have an entire medical division that produces digital radiography, ultrasound, lab equipment, portable CT scanners, patient database and other medical devices, services. Samsung has been working with hospitals since 1994 when it bought one in SEOL, implementing new systems, developing and testing others. So I really think this is one area in which they are not copying Apple as they already have working systems in hospitals now, this initiative or whatever you call it has probably been in the works for a while now. I have no idea though, until we see the patent info it's anyones guess who was first.
