    The Japanese aren’t going to be happy knowing that Windows 8’s successor comes out a year from now.

    No, I think that Microsoft's Office division has, in the past, forced the OS division to keep old functionality available to avoid having to remediate the Office code to work properly on a new Windows version.

    It happened with Windows 8. Office was the most non-standard piece of software out there, simply because rewriting it to use Metro (or whatever it ended up being called) and the Windows 8 APIs would have taken too long. So the Windows team had to allow Office to do things that weren't supposed to be still possible in Windows 8.
