I was just looking into this and thought I might point out some of the different things that have to happen...Not necessarily in this order...
A. First, you get a name registered... That is $75 bucks for 2 years. And that is just protecting your name from having somemone register it out from under you.
B. Then you need a host... just like an alien. According to the guy out here, it means someone sets up a virtual server on their server which behaves just like a separate server. Out here that is $25 a month, or $240 for a year.
But before they do that, they have to set up their domain name server, which actually posts your address (which equals your virtual server's ip address) out to the rest of the world
Then you basically set up your web page. By having a virtual server, you can set most of the things like forums, and other scripts that might be needed.
Also, from what I understand, there are places which offer free hosting, but their coverage can be a bit sporadic. Coverage means that a person in Canada might be able to access it, but a person in London might not find your page.
I hope that helps, or at least clears up any questions other lurkers might have.
You can reserve a domain name for about $25 per year. If you shop around the different registrars, you'll probably find an even better deal. You can find a list of registrars on the <a href="http://www.icann.org/registrars/accredited-list.html"; target="_blank">ICANN site</a>.
As nosarious mentioned, there are several inexpensive ($4 per month) and free servers out there. Many of the free ones will put advertisements on your site though. I've had good experiences with <a href="http://www.active-domain.com"; target="_blank">www.active-domain.com</a> it's $9.95 a year to register your domain. They provide free unlimited email forwarding, free DNS services, and free IP/name redirection to wherever you have your sited hosted. I've also registered a domain name at <a href="http://www.godaddy.com"; target="_blank">www.godaddy.com</a> it was only $7.95 a year but they don't offer all the free services like active-domain does.

I'm not sure what you are looking for, but it seems you are looking for a web host. If you want a simple, static website, there are plenty of free or cheap hosts out there. If you want to do some programming or ecommerce, you'll probably have to pay.
A web host is different from a domain name. A domain is just a name like "www.khack.com" that is mapped to the actual (IP) address of a server. It's not necessary to own a domain name, but then the URL to your website will look something like "http://www.somehost.com/members/khack/". I'm oversimplifying, but a "virtual server" is just a technique in mapping your registered domain name "http://www.khack.com"; to your account "http://www.somehost.com/members/khack/".
It would help if you were more specific about what you are trying to do. Are you looking to do some web development, programming, start a competitor to AppleInsider, etc?

I'm sorry to offend you. I was honestly only trying to help. But you tend to ask strange, confusing questions .
Generally, there is no legal way to use a domain name without registering it. You can set up your name servers to resolve any domain name to any IP address you like. However, this will only work inside of your own personal network, as no one else will be set up to use your domain name servers. In effect, registering a domain name advertises to the rest of the world that your name servers are "authoritative" for your domain "khack.com".
They are really cheap. Then, if you don't mind having your web site in blog form, register with Blogger.com for a free site. Then instruct 1and1 to redirect your domain's DNS settings to your blog address as a frame redirect and it will look to visitors like they went directly to a site you paid to have hosted. If you want anything fancier, you'll end up paying for hosting to look more professional.
