2.changed name from "Picture 1" to "desktop"
3.dragged into public folder
4.went here and typed in "http://homepage.mac.com/Public/desktop.pdf
what went wrong?

PDFs aren't JPGs. Open it in Preview, then hit File>Export and select JPG. Then drag it into the Pictures folder, not Sites.
Your url will be http://homepage.mac.com/yourname/.Pictures/desktop.jpg
Make sure to include the period before Pictures in the url, and it has to be a JPG, or GIF, just not a PDF.

Ok, you did not specify your screen name. Replace xxxxxxxx with your screen name in the URL <a href="http://homepage.mac.com/xxxxxxxx/Public/desktop.pdf." target="_blank">http://homepage.mac.com/xxxxxxxx/Public/desktop.pdf.</a>
Second, convert the image from .pdf to .jpg.
