Yeah I can only imagine the crap that would be developed is Apple opened this up. The worst are the skeuomorphic analog watch faces for Android Wear that have faux shadows/lighting.
Down to "Swiss Made" rendered in low, pen tile resolution. So fake, it sits above the Moto "flat tire".
I want 3rd party faces. Maybe time lapse with some complications for example. The built in faces are too limited. Why can't I have a time lapse cityscape or photo with a timer complication in the corner? Because Apple says so.
My issue with gunning hacks on the watch is the lack of a cable based restore mode.
If you fry the firmware, it's time to send it off to Apple. Eg if you're doing a firmware update and it's plugged in, and your an idiot and you unplug it and hold both buttons to reboot it, it's dead. Time to send it back to Apple.
iOS devices can DFU restore via a cable. Apple Watch needs to be alive enough to talk Bluetooth and display pairing info.
I love seeing someone accomplish something like this! This is awesome! As others have said here - I want to be able to do all kinds of things with my Watch that I can't do now.

Apple should make it as easy as possible to create your own complications, faces and so on so you can create one as tastefully as possible. Make it what you want. Easily. That's the stuff that makes Apple great.

I think they should not open it up but allow designers to submit designs which can be vetted by Apple and installed by users in much the same way as the App Store. Designers can get paid.
They haven't opened up custom faces as I'm sure it would be very time consuming to check every single face to make sure it does not breach copyright etc of other watchmakers. Just imagine all of the Tag, Rolex stuff that would be created.

As already stated, Apple will open this up, but this is back burner stuff. If you're reasoning for getting Android Wear over Apple Watch is the customizable watch faces then you were never really on Apple's radar to begin with.
Personally, I did very little to change my watch face complications from what I think was the default setup it arrived with. The only changes I recall making is adding the battery life since earlier version of wOS 2.0 beta were draining faster it should resulting in having to a quick spot charge during the day.
You're watch face doesn't have "complications". It's a moving jpg (or svg or gif or whatever, I don't care). It's everything and your mother but a complication.

And what happens when that same user puts a cheap watch band on it imported from China? Or an utterly tasteless watch band. People will see that much more often than they will see a fleeting glimpse of their watch face, and it too will reflect badly upon Apple, no? Yet Apple fully supports the user choosing what band to put on their watch.
To me it's kind of like the porn argument that if you can get it on Safari (or any other browser) you should be able download it from the App Store. I'm sure at some point we will get 3rd party faces. But I have no problem with Apple taking the time to get it right and have the proper curation in place.
And by the way, the second and most lewd watch face you depict will be possible with Watch OS2. So Apple preventing custom watch faces will do nothing to prevent the worst of your two examples in a very short time.

This is certainly one of the few legitimate concerns for not allowing custom watch faces bought through the Apple Store. Of course that has nothing to do with a user supplying his own custom artwork with a watch face construction kit, and that's more to the point here than commercially available watch faces.
On the other hand, Apple should have limited liability for what a vendor sells on its website, so I would think shutting down the sales and pushing the responsibility back on the vendor would be sufficient, just as eBay is not responsible for a seller who sells copyrighted or trademarked, or counterfeit products, unless they fail to shut the seller down with proper notice. Apple may be taking a conservative position with an overabundance of caution, since even if they are not liable, it doesn't stop them from being named in a lawsuit.
However, this policy also prevents legitimate copyright holders from selling their watch faces on Apple. The Swiss Railway clock design comes to mind. And not that Rolex would do it, but certainly they could sell classic watch faces for digital watches, which in of itself is a form of advertising. Granted, Apple wants to get this right, so I'll give it to them. But by the next gen model release they should have this sorted out. Adding custom clock backgrounds in Watch OS2 is a progressive step in the right direction -- never mind it was demoed back in September as part of the initial release.
But again, the immediate goal should be able to allow consumers design their own watch faces with some kind of watch face construction kit, using their own artwork and designs. Being able to buy them on the App Store is absolutely not the point here.
