iPhone 6s mini ... why would it be anything other than that!? Apple's not going to release a NEW device with lower margins, they're making a new flagship device for higher margins. This is Apple, not Samsung.
Because it's not "mini". iPhone 5s and before were never called "mini" either.
Uh, how was that even relevant when all new models only came in one size then. There would be no reason to use "mini". Since then the base flagship model phone has moved up in size to 4.7" and second larger option was offered. If you're going to offer a third smaller option, then it stands to reason, if the larger is called, "Plus", the smaller will be called, "mini".
iPhone 6s mini --> 4" iPhone 6s --> 4.7" iPhone 6s Plus --> 5.5"
It doesn't matter that previous models weren't changed to "mini" because there was no need to, an iPhone "5s" was an iPhone 5s that always had a 4" screen. The "mini" nomenclature only comes into play when there are various sizes of the same model.
By the way, it won't be called 6c or 6sc. The 5c was named because it had the internals of an iPhone 5 with a completely new colorful design, hence the 'c'.
To expect anything else is kinda silly. This product was likely co-develeoped along with the 6/6+ and put on the back burner to focus all efforts and resources on the larger screens. When those were done, it was moved up on the priority list, upgraded with the newest inside bits from the 6+. If I had to speculate as to why it wasn't released with the 6+/6s+ in 2015, I would say production capacity at the suppliers or the chosen supplier for this product wasn't ready yet.

Could this not be just be a delay in the launch of the product, not the keynote? It was originally suggested the product would be available on the 18th following the keynote. This could mean pre-orders on the 18th now, with arrival the following week.

What's in a name would a rose blah blah blah. When it comes to design everything is in the name, the name is the clearest statement about the design goals.
One of Apple main problems at the moment is they falling back in to trap of the old Apple and having too many product with out a clear storyline of how each fits. The 5c being the prefect example. SE as a name really screams of this as well. This means numbers should be cut as well. Sure they are making buckets of profit so it's not like the problem is some disaster waiting to unfold.
So Apple has two product nicknamed the "the mini" and that is confusing enough. The iPad Air and Macbook Air get away with it because the iPad is basically the iPad. I think the smaller iPhone runs such a different design logic and plays more off the watch technology advances that it deserves a name of it's own. Once it has a name it has a story that the design team can work too. A distinct name lets them say one thing about the minus and another about the iPhone and the Plus like say deleting the headphone port or not shipping with yet another lightening cable and power brick*. In that way it wants to be more like the nano. Although I think "minus" would be the clearest about what it wants to be as product if it's really going to attract hold out 5S buyers and give them the best distinct storyline to talkabout.
*After all wasn't the whole point of requiring usb for charging to reduce e-waste?
