FWIW an arrest on a valid warrant can be done anywhere in the country. For instance if California issues an arrest warrant for some accused perpetrator and the person has run off to hide in Polk County Florida, Sheriff Judd if asked by California law enforcement may arrest the offender here and hold for pickup by California officers. In fact folks stopped for minor driving violations in one state are sometimes arrested and held on out-of-state arrest warrants. That happens all over the country.
So it depends really on how willing another state/jurisdiction is to enforce any particular arrest warrant. In the case of Mr Cook and any out-of-state warrant, probably not very. Ain't gonna happen.

While Sheriff Judd is pretty good at chasing down Johns and Drug dealers, he comes off looking ridiculous when he says crap like this. I fear he may not know that there's a CONSTITUTIONAL RIGHT to Privacy from unreasonable Search and Seizure! Arrest Tim Cook my a$$!
