Already got my order in for a 64 GB SE. Delighted to be moving back down from a 4.7".

Chill about the "$199" guys, just a typo.

How about 499 Euro's for the 16GB SE on Apple's website here in Finland. Ouch, why so much more than the $399 in the USA.?

No tax included displayed and cost of business in the US is cheaper for Apple given its their second biggest market. And Apple likes to mark-up their non-US sales a little too.

Does the 499 include tax or VAT?

The $399 in the USA does not. If you add sales tax the iPhone in the USA can be up to $440.
All goods sold include all VAT. So this is the price with tax included.

    500 euro * 1.13 is $565 dollars.
    $400 * Finland VAT RAT (24%) = $496

So, the difference is really 14% with the US price, which can be accounted as an edge again currency fluctuations and higher cost of doing business in Scandinavia.
