Storage Bug Locking Up Hundreds of MB?

i can't decide if this bug (and what else do you call it?) is merely a reporting error, or if the OS is physically allocating unecessary data to available storage.

and I can't believe this worked to free over a GB of space on my iPad just now ...

    I'm having another wird storage problem.

    My phone keeps telling me that the storage is almost full. When I check under settings->general->storage the amount of free space keeps on fluctuating between 0bytes and several hundred MB.

    When I hook the phone up to my computer, iTunes keeps telling me that I have 1,2GB free.Can somebody explain to me what seems to be the problem?
