If so, that is (unfortunately) the standard behavior for all metal apps. Just try it is QuickTime Player (although it still "fakes" the metal), Calculator, iSync, or Address Book. If a window is in the background and you click a widget, it brings the window to the front before performing the operation.
This behavior is inconsistent and annoying. I encourage you to file a feedback report on Apple's site expressing your discontent with it.
Look at that. I only first noticed this inconsistency with Safari. I'll report this in the appropriate place.
10.3 is going to be one mean cat. We will probably have advancements in Quartz Extreme, may be a theme interface, more threaded, a new Cocoa Finder?, Cocoa Quicktime? 64-Bit compatible if Apple turns to the 970, increase in system responsiveness, Labels?, Safari 1.0, iChat 2?, iTunes 4, and a lot if stuff that we do not know about quite yet, but just from the rumors, 10.3 sounds like it is going to be pretty sweet.
