I've said it before and I'll say it again: Patents have to be made nontransferable. Overnight that would eliminate these parasites.
What happens if a patent holder dies? Should that be transferrable to his heirs? Or what happens I the patent holder is murdered? How about then? Or what about power of attorneys? Are you proposing that power of attorneys not work with patent properties?
Since you aren't against patent licensing, how would your idea stop a patent holder from licensing all rights to a third party? I don't see how cancelling transferability would make any difference if you can still license everything.
You will notice that I'm not objecting to your idea, I'm simply asking for answers to basic questions about your idea.
