So how come we can do this, but cannot have a national voter ID law?

Because that is being used as an excuse by weak, unscrupulous politicians to select their voters.
Real Americans know that democracy depends on ALL Americans being allowed and enabled to vote without artificial barriers being put up to stop them from voting.

But Georgia may have found a better way:  Predominantly black counties only get a single place in the county for people to vote and those standing for hours in the long lines are not allowed to have food or water to sustain them.  Or, in Texas, districts are gerrymandered so that one party is guaranteed to win the state for the next 10 years (gerrymandering is another form of politicians choosing their voters).

And laughingly, those pulling such stunts are the ones quickest to wave the flag!

And how, again, does being required to show a license stop them from voting?

How "does being required to show a license stop them from voting?"
If they don't have one they can't vote -- and that problem mostly only effects certain demographics who tend to vote against those trying to create these voting laws -- which is why they're trying to suppress their vote.:  to them, winning is more important than a fair and honest election. That's the whole idea behind these "voter id" scams -- they are really "voter suppression" to insure certain parties win and certain parties lose.

I'm not even part of that demographic whose votes are being suppressed but even I, a white male, have that problem:  even though I was born in this country I cannot get a real id because they won't accept my original birth certificate because it doesn't meet their standards.

In addition, I was a psych nurse supporting those in my community who had mental illnesses.  Few of them had licenses and getting any sort of ID was frustrating and painful.  Not only did it require them paying money they didn't have, but they had to produce documents that many didn't have.

Having a driver's license is not universal in this country -- and those insisting on having one in order to be allowed to vote aren't making it easy for those who don't.  Otherwise, they would have to find another way of suppressing their vote.   (Poll taxes and literacy tests have fallen out of fashion).
