I think the catch here is that you could get resizable windows and the like.., if you're connected to a magic keyboard and trackpad.

Otherwise I'd expect any running app to revert back to a full-screen window with controls suitable for fat fingers.
I think you’re probably right about this. Also, when they’re connected to a monitor.

Does this mean multiple user accounts?
    Hope not….
Any special reason why not? I mean, I can see not having any use for it, but why would you want others that do have use for multiple accounts to not have it?

Improving multiple monitor on iPad is key to really being able to take advantage of having floating and resizable windows. I’d also expect a fluid implementation for supporting multiple desktops (not just multiple full screen apps) to make better use of the limited screen real estate in smaller iPads.

Apple should just go all-in for the iPad Air and iPad Pro.  Put a touch interface capable MacOS on it. There is no reason this can't be done, especially now that they have the same architecture.  Keep iPadOS with additional multitasking for the base iPad and iPad mini.  Give me a compelling reason to make an iPad my primary device.  The lack of real multitasking is most of it now.  Screen size is enough for most of what I do on my 14' MBP.  Hardware is fast enough.  Keyboards have gotten good enough.  There's no reason not to go all the way.

"Put a touch interface capable MacOS on it." = "completely re-write MacOS to add bloat."

This is still not going to happen.
