Digging up an old post, but...Jaguar Preview seems to have slower redraw performance than any of the 10.1.x updates, but that's expected. Jaguar Preview is a rather old build well behind the curve and not meant for public consumption. I used it for all of 20 minutes before becoming bored with it.
I'd expect the official release of Jaguar to be at least on par with the older releases of OS X in terms of window dragging performance and stuff like that.
