Somehow our variables got messed up. E$ was supposed to be the likelyhood of dying from HIV. The CCR5 mutation should have been accounted for already in B$.

Fair enough. Though you're links didn't help me much I think we're saying the same thing. Condoms reduce the risk but its important that we educate people on ways to further reduce their risk.
