My advice would be to use SubEthaEdit, the best Mac OS X text editor, and start writing your own web sites using a site like HTML Help as a guide.

It's the way I did it, and probably the fastest way to truly learn HTML.

Although after learning HTML, I decided I CBF'd hand coding and now use GoLive

    BBEdit Lite 6.1

I think this is the last free version of BBEdit available

I would go with SubEthaEdit. Collaborative projects are the man, Especially when you don't have to teach anyone to use pico to do it with you.

Chalk up another vote for SubEthaEdit, though I have problems with the web preview window not displaying CSS correctly.

OmniWeb is worth a mention though, if you also use it as a browser.

I like Mozilla Composer. I think it's the easiest and most straightforward app I've seen to make a web site.

Tex-Edit Plus, http://www.tex-edit.com or perhaps TextWrangler from Bare Bones Software. Tex-Edit is $15, and TextWrangler is $49.
