Stupid. Also many of the assumptions about "problems" are complete nonsense. For example claiming children couldn't be taught because 20% of the teachers are Latino. The nice ignorance spreading site neglects to mention that about 50-55% of the students in schools are Latino. The result, not only would the children get taught, the classroom ratio would probably move from 20-33 to one teacher to 15-25 per teacher.
