G4 Frequency Scaling

Does the G4 offer Frequency Scaling in OS X Tiger? or at all for that matter? I noticed in the System Profiler.app under Power -> Battery Power there is something that says Reduce Processor Speed and it is set to NO. If something like this could be enabled, you could save battery power. i dont mean just slow it down. i mean slow it down for nonintensive tasks and have it speed up to full when it is really busy. Just like AMD's Cool and Quiet mode

There is also something that says Dynamic Power Step which is set to YES. What is that?
