Does anyone know of a program that would convert a song, adding a sound effect such as Big Hall or Flanger or Echos, etc?
I did this a while back on a PC and it made listening to music, especially your favorite songs allot of fun.

Final Cut Pro can add reverb. I'm sure some cheaper program scan too. I don't know of any free one right off the top of my head.

All allow you to add effects.

How can I import a song (mp3 for example) into garage band? I've looked into this but haven't been able to. The only thing I can open or add is either a .band file or an internal to GB instrument or track.

Just drag the mp3 into Garageband.

Thank you! I am dragging the songs directly from iTunes into GarageBand.
