That being said, it's probably irrelevant to most computer users, who just buy a Dell and use it. BIOS does not make a difference to them, nor should it. That is, until they start installing another hard drive. That's where the shit can hit the fan when dealing with BIOS configurations...
The second statement is, well, good practice. Especially on Windows. You should always keep up to date with security updates. And in fact it doesn't go far enough: simply keeping up to date with Microsoft security patches won't be enough! Windows needs more protection to stay protected, like anti-virus, anti-spyware and switch your default browser to Opera or Firefox.
