They should feel possessive of it, and the Dock as well. I'd think the taskbar does enough to not want a Dock to go with it, personally. Windows users don't need an "Expose key" to show the desktop. They already have that in their taskbar anyway.…

I say it belongs there. It's usually open, it makes sense to be first in the line, and if you removed it you'd have a heck of a time getting to the Finder without using Expose or clicking into whatever space you have left on the desktop.
