In Illustrator, just put a stroke on the type. In Photoshop, select the layer with the type, head on up to the Layer menu -> Layer Style and choose Stroke... There you can change the size of the border as well as the color.

CodeWarrior. However, it's pricey and may be overkill for what you need to do. I've used NetBeans and it's fairly nice though it is slow and feels like a Windows app. But on the other hand, it's free and gets the job done.
