You can get a touch cheaper than Apple's price (in the UK anyway). Try some price comparison sites, I've found the 8GB iPod touch for about £135 instead of £199, and 16GB for £235 instead of £299.

The touch and iPhone have memory chips, not drives. I don't know how thin SSD drives are, but even Apple couldn't get a drive, board, battery, touchscreen and casing sandwiched together and get it to the touch's 8mm thickness.
