Actually this administration has said it supports American businesses so this is in line with it's previous statements.

What's not clear is, does Apple detect that a battery is having issues and slows it down, or does Apple slow all phones that have older batteries even if they aren't having any issues.

Seems market and political pressure can shape things. The FCC believes the FTC is a better place to control these unfair practices which the media and political hyperbole have ignored.

I’m waiting to see what the iPhoneX is like before buying the X, the 8, or staying with what I’ve got.  

My wife and I had phones that were 3 and 4 years old and got an 8 and 8plus. We weren't going to wait for a more expensive phone that would be in limited supply for months with possible face unlocking bugs.
