    I don't think a promise to transition and the introduction of a model with Intel processors are mutually exclusive. Nothing saying they won't also introduce a version with Apple silicon. It was a promise to transition to their own processors. Apple never said they would cease to do business with Intel ever again.
    More like a threat many people did not respond well to.

    If x86, why still not the AMD devices?

    Because as is well documented, the hardware of the M1 iPads are very under utilised by even the most demanding iOS apps software.  I doubt any apps that pilots need to use for "operational tracking, hosting system maintenance checks, checking real-time weather patterns to avoid turbulence, and accessing procedures and manuals" would show any marked difference to an iPad Air, and at an additional $250 for every pilot on the payroll it seems like a questionable decision for future proofing, when regular upgrades of more modest equipment may serve them better.

    To me it seems like an advertisement; Not like a necessity. Otherwise we would not read about this in AI or anywhere else.
    But I would agree that iPad software is usually so underpowered, it does not need any meaningful amount of processing power usually. Maybe a Video decoder, the RAM may be needed for  the shitty frameworks todays apps are bloated with, and a single CPU core for the thread that renders the user interface.

    I found the iPad to be useless for study except for very certain specific apps, but I frequently needed a desktop computer along the way. Maybe other study subjects are more suitable to be "consumed" on an iPad, but engineering/computer science is definitely not one of them...

    iPad is not a real computer, it is unsuitable for general purpose computing. A  windows computer or macOS computer is; However the decreasing quality of scientific applications on macOS or simply that they don't exist for macOS above 11.0 seems to discourage usage of macOS for study of engineering subjects at the place I am working at it seems. The Silicon transition leaves this field of computation completely behind, leaving Windows or Linux-based distributions the only choice.

    But iPad is brilliant for content consumption in the evening or simple relaxation while passively watching a lecture.

The Mac pricing is somewhat ridiculous considering the processor must cost less than ~50$ (There is a site where you can, if you are accurate enough and use correct numbers for N7/N7P by TSMC themselves, precisely estimate the cost: https://caly-technologies.com/die-yield-calculator/) a pop at that scale to manufacture. The other parts, including the display, are available at a very low price for the required quality compared to when they were introduced in the required specifications (pixel density etc.)

    Just to put in perspective, in the past, Mac pricing ~2012 was more realistic/had much less margin due to novel technologies but it’s the same old technology by now. No breakthrough technological change, just other looks and a cheaper to make chip.
