  The program in question (which predates COVID) has always not had a phone component. As https://support.apple.com/iphone-xs-xs-max-xr-smart-battery-case-replacement notes the case has to be inspected to verify is eligible. Apple is not picking on anyone. Not all procedures lend themselves to service online as simply as in person.

As I look down at my MacBook Pro with arrow keys, function keys, esc key, and a control key I wonder why you are arguing about ancient history (in tech terms)?

Add your HomePod as an accessory to your automation and the option to play music will be available. Works also for scenes.   One of my favorite new features in 13.2. 

How has the writer missed the developers presenting at pretty much every recent hardware or software keynote? Even as an Apple employee, I like to hear what other people are accomplishing with our platforms.

Curious, how does activation cost you money when  using passwords? Recall that iMessage does not require a phone number at all.
