Alas, I am not eligible or it would've been an internal struggle as to whether I should put down the money to test the device for my own selfish needs as I am not a serious developer.

I will be surprised if this involves hardware being shipped to developers; I still think it will be a matter of booking sessions at the various Apple developer labs for late-in-the-cycle testing. Apple probably wants to start bulk manufacturing around 3 months before the official launch date, so that still leaves a few months for them to tweak various aspects of the device based on developer feedback.

I can see the movie adaptation now:

Car goes off the cliff, bounces all the way down, finally comes to a stop.
Phone says "Looks like you've had a crash". [cue audience laughter]
Camera switches to a close-up of the phone displaying the message.
Camera pans back to show the driver, in shock, looking dumbly at the phone, unable to comprehend.
Camera switches to external shot of car, which now spontaneously explodes.

Bonus points if they make the car a fully electric vehicle but have it explode anyway.
