I'm sure I've had offline navigation for months. Provided I kiss my route in a data zone, I can continue to rely on it without any data, which I've done often when abroad and not wanted to data roam. 

another thing though - the blue dot used to have a small blue triangle beside it showing the direction of travel.  It's been missing for months now ?!
