As a developer myself the answer is clear. Many software shops, developers, coders, etc... will procrastinate until the absolute last moment to get off their backsides and do something. As long as they know that Rosetta exists, many won't bother. That's the reality.The only way these slackers will do anything is when Apple announces the end of Rosetta.Procrastination aside, if these developers aren't getting revenue from their current software offerings, they're kind of in a bind as well. Will someone that purchased their software be expected to get an M1-native version free of charge? Will the developer get skewered for asking existing customers to essentially re-purchase their apps?
