Apple chose to increase the processing speed of the S9 SIP rather than maintain the old speed and cut power consumption. The higher speed facilitates on-device processing of commands. The difference between on-device and not is remarkable.

Examine closely the specs for the 45mm and 49mm watches. Those dimensions refer to the case size, not the display. By actual display size and number of pixels, the Ultra display is only about 3% larger than that of the 45mm Watch. Yes, I'm suggesting Apple could provide the new modular face for the 45mm Watch if it wanted.
