iPad2 is proven hardware. They've no doubt been testing them for a while and know exactly what they're getting. While unlikely, iPad3 may have problems. If it suits their purposes, what difference does it make how old it is.

It seems very weird to me that they would buy iPads from a 3rd party instead of direct from Apple.
Because they (like many companies) only sell to the government through resellers?
