    She is correct.

She's not claiming that there isn't a cost to it, just that the cost is not passed on to the consumers. Apple's pricing is mostly based on what they think customers are willing to pay - given the value Apple see themselves delivering, and the competetive landscape they operate in. Not on their direct costs.

Because their profit margins are already high enough to swallow the extra cost.

Apple doesn’t have the profit margins it has by swallowing higher costs of production, changes in currency rates or costs of doing business.

They will either raise the price or reduce features to maintain prices to account for those higher costs.

Eg, the M2 Mac models had single NAND packages for the base model rather than dual NAND packages in the M1 models, or 2 packages instead of 4. This surely had something to do with the costs of those 128 GB and 256 GB NAND packages and which was cheaper to use.

Apple chose the cheaper option to maintain prices and margins. If going carbon neutral cost more, that will be reflected in the price or having less features/value when compared to other products.

Actually China’s pollution output is steadily dropping. In 2018 China had reduced its emissions by 75% and was on track in 2019 to reduce them even more If that decline continues China could very well get on top of most of its pollution problems within the next 5 to 10 years.

The Chinese government is handing out massive fines to industries that are producing too much pollution so it’s in the companies’ best interests to reduce pollution. Apple will be adding to that incentive.

That leaves the real problem being European and American productions.
Actually, China's pollution output is massively increasing.  In 2018, China's CO2 emissions increased at least 4.7% from 2017, and it's going up every year.  China is the world's largest polluter, and their share is increasing every year.  China is building new coal-fired power plants far faster than the rest of the world can shut them down, with 152 GW of new coal plant capacity permitted since last year.

China's propaganda says "look how green we are" while increasing pollution.
