The only thing Apple can do with the serial number is have it listed when people call in for support or go into a store for service. It?s the IMEI that GSM carriers use for device identification. This can be spoofed and some countries don?t have strict rules about it so the devices might be sold there. Or, the phones could be sold for parts, which would mean that the IMEI no longer matters and potentially more money could be had on a piece-by-piece basis. Regardless, there is plenty of money to be had from this score.
Gmm... So I have a simple question. If I want to travel with iPhone abroad and I want to avoid all these outrageous roaming charges, why I cant give my IMEI number to a local provider and just to use his SIM card while traveling ???

You can, if you unlock the phone. Without unlocking it first it simply won?t work. This is independent of having an IMEI listed as stolen.
