On one hand, if something like 9/11 happened again, and a rogue country was found to be behind the attack, then perhaps a <strong>limited small nuclear strike</strong> should be used to send a clear message to the rogues that it will not be tolerated.

I don't think anyone should stand on nuclear weapons. I'm very worried about a national security system that lets people get close enough to stand on the weapons. These are not toys.
