I was under the impression resolution independence has been in Mac OS X since Leopard.
Basically, as Sol has already said, it's just there for developers. It's not that simple a thing to do. If apps aren't ready for it, they will be a mess.
When Apple turns it on, and says it's complete, then it will be here.
We've been hoping for this, and expecting it since Tiger. It will get here at some point.

This might not last much longer if the rumors are true of the iPad getting the Retina Display in its next update.
I don't think there are any rumors of this at present. a few people stating their hopes aren't rumors.
