this may happen IF/WHEN the manufacturing can be done start to finish via robotics. there's no way apple is going to pay Joe the high school dropout his $30/hour union wage to do the same thing a Chinese worker will do for $30/week. at that point, Apple would be laying of 40,000 overseas to hire 40 in the states.
Eventually, for any Apple web service to grow beyond the individual consumer, the servers have to be located in other countries or the US law has to change, or the laws of the other countries have to change. Since it's typically a constitutional issue, or an issue with basic human rights to privacy, the laws in the other countries are very unlikely to change.
They probably will build more data centers in locations across the globe. But the laws about having data only stored in your own country will eventually have to change because the nature of cloud computing will become similar to how a disc array works. Your data will be mirrored and copied to places only the software will know, with bits scattered across multiple data centers. The feds might oppose it but I don't think they can prevent it. In the US, the only point at which the they can legally listen in is at the first datacenter hop. They are allowed to snoop the packets but not the stored contents of a hard disk without a subpoena.
If you go back and read the original article from the local newspaper in Maiden, NC, you will see that the re-zoning request specified "Data Center and Call Center".
I'd say Apple is about to hire a bunch of locals for a call center (possibly to take advantage of the East coast's earlier slot in the time zones). Hourly pay rates in NC might be lower than CA or TX.

It makes more sense to grow Apple's cloud capability with facilities in other geographical locations. I would be uncomfortable with too much concentration in a single spot. Why? The threat of terrorism and the consequences of destruction to one huge data nexus. Redundancy is security.
I am 100% sure that Apple understands the need for redundancy. It's more likely, in my opinion, that in the course of speculation, we are either completely off base or missing some facts, or both.

Until the rest of Apples' competition agrees to manufacture "at home", Apple has no other option but to stay where it is .... sad but true.
