IMHO, Asia perceives laws in a very different way then G20 countries.
Since any rich person, politican or both can easily bend any law to their will, most people in Asia, I believe, see laws as merely a loose framework at best, at worst a needless obstacle to be circumvented.

That is not really so different than the West these days.

Fair enough... Perhaps in attitude, but I feel, at the enforcement level, the West still has a higher level of consistent enforcement of the law (tax, crime, environment, etc).
