Because then it would be a more obvious copy of Apple's band. Right now they can try to argue that it's decorative but Apple's is functional so it's not the same. But it still doesn't answer the issue of why you take a design cue from something that has been derided for the last two years. Especially when it looks like real metal in the ads. That's asking for folks to assume it is metal and you are making the same dumb move as Apple and actually turn them off your phone. Then they never look at a real one to see that it's actually plastic painted to look like metal

It is possible that the carriers insisted on it before the success of the iPhone, though.
Before the iPhone the vastly popular phone was the Moto RAZR and it had the across all carriers. BBs have always had the same name/model number so I can't see why this would be attributed solely to the iPhone.
Apple could design a phone that deliberately gives it's users brain cancer, ...
And Apple fanboys would clog the forums defending a decision that drastically shortened their own customer's lifespan, probably some crap about how Apple did it for the consumers to enhance their appreciation of the life they have left.

That design existed before Apple used it. The LG Prada had a silver band around it back in 2007.
So is this just for their high-end phones, or the cheaper ones too? I can't imagine the carriers would go for this. Aren't they the ones driving all these different name branded phones? They'd probably be doing the same with iPhone too if Apple didn't exert so much control.
If you want to cover Android devices, just do it without trying to artificially relating it to Apple. These handset makers put out a new Android 'flagship' practically every month to get the Fandroids to trade in their 'ancient' 3-6 month old device for the latest sci-fi named handset with the latest Google dessert named OS.
One minor error: new Android devices typically come with last year's dessert named OS.
Consider this timeline
May 2010 - Android 2.2 released
December 2010 - Android 2.3 released
August 2011 - Samsung introduces a brand new phone running Android 2.2.
There is something incredibly wrong when a brand new device cannot be made to work with an 8 month old OS and instead has to ship with a 15 month old one.
Said phone is still available at your local Best Buy and still running 2.2.
One thing that the same name across carriers will accomplish, is the availability of aftermarket access at multiple retailers.
Apple products (iPad, iPhone, iPod Touch) have Apple and other accessories EVERYWHERE. Pick the wrong android or non Apple phone and good luck finding aftermarket accessories.
